Who defines &quot;unhealthy&quot; and how?

When the beverage companies agreed to stop selling &quot;unhealthy&quot; drinks to schools, they continued selling the diet versions. The choices went from bad to worse, increasing the likelihood that students ould consume artificial sweeteners. 

Will a &quot;healthy&quot; Happy Meal be a salad (with MSG packed dressing), a diet soda, and a cookie sweetened with aspartame?

Who decides?</description>
