Does &quot;crushed seeds&quot; mean taking the seeds out from the pods and then grinding them?

When a recipe calls for cardomom powder and we would like to make it from scratch, do we:
(i) grind the entire pods or 
(ii) extract the seeds and grind the seeds only.
